Building a Better Baltimore
I support Mayor Brandon Scott’s vacant housing vision and will introduce legislation that will invest $1 billion over 10 years toward rehabilitating vacant houses in Baltimore City.
Maryland has a housing shortage of 96,000 units.
My legislation will make thousands of housing units in Baltimore City available again at affordable prices. Prices will be kept affordable because, as a government-backed program, there is no profit incentive and housing units can be sold or rented at lower rates than the private market could support.
This legislation will fund itself through property sales, rental, property tax, and income tax generated through new occupancy in renovated and rebuilt homes.
This legislation will help Baltimore regrow its population by providing quality, safe housing for middle income earners.
Property Tax Reform
I will introduce enabling legislation that will allow Baltimore City to shift its property tax system to support Land Value Tax (LVT).
LVT is more affordable for residents, eliminates tax penalties for improving or maintaining your property, and supports the growth of the City.
